Abstract

This study examined the effectiveness of the Expanded Career Progression Scheme (ECPS) among teachers at Tingloy National High School for School Year 2025–2026, and its implications for career advancement. Specifically, it assessed and described the profile of the respondents and the effectiveness of ECPS in terms of professional growth, fairness and transparency of evaluation processes, access to promotion and career mobility, and motivation and job satisfaction. It also identified factors contributing to career advancement under ECPS, determined the challenges encountered in its implementation, and proposed enhancement activities to improve the implementation of the scheme.
A descriptive-evaluative research design was employed, utilizing a researcher-made questionnaire administered to 36 teaching personnel and 7 non-teaching personnel. Data was analyzed using frequency counts, percentages, weighted mean, and ranking to interpret respondents’ perceptions of ECPS.
Findings revealed that respondents were mostly young, with many having less than ten years of teaching experience, and the majority holding master’s degrees. The ECPS was found to be effective in promoting professional growth, career mobility, motivation, and job satisfaction, all interpreted as strongly agree based on composite mean scores. Respondents generally viewed the system as fair and transparent, although some concerns were noted regarding the clarity of evaluation criteria and communication processes.
Moreover, ECPS was identified as a strong contributor to professional upliftment, promotion opportunities, sustainability of teaching careers, and job satisfaction.  However, moderate challenges in ECPS implementation were also identified, including stress in compliance, policy misinterpretation, workload pressures, limited orientation, and communication gaps. Despite these challenges, the scheme was generally perceived as manageable and beneficial.
Based on the findings, enhancement activities were proposed, including strengthened orientation programs, improved communication systems, better workload management, increased transparency in evaluation, enhanced monitoring support, and technical training for documentation.
The study concluded that the Expanded Career Progression Scheme (ECPS) significantly contributes to teachers’ professional development, career advancement, and job satisfaction, while recommending and highlighting areas for improvement to enhance its implementation.
