Strategic Evaluation and Monitoring of National Learning Camp Implementation in Schools Division of Caloocan City

This study strategically evaluates the implementation of National Learning Camps to enhance the effectiveness of monitoring and evaluation tools used in the program. It examined the respondents’ perceptions across multiple elements, which include tasks, people, structure, and culture. Using a mixed-methods descriptive design, the research was conducted in the Schools Division of Caloocan City. The respondents consisted of thirty (30) school administrators, ninety (90) teacher-volunteers, ninety (90) parents or guardians, and ninety (90) students. The study employed a researcher-made questionnaire and open-ended questions for in-depth interviews and focus group discussions. The questions were based on the key components of the Nadler-Tushman Congruence Model. Findings indicated that while tasks align with participants' skills, improvements are needed in pacing, engagement, and communication. The camp fosters collaboration and a student-centered culture, but it requires improved access to resources and greater inclusivity. The results, which revealed differences in stakeholders’ perceptions, particularly between teacher-volunteers and parents, highlight the need for alignment. The study underscores the importance of refining the program through meaningful tasks, strong relationships, structured support, and inclusivity. Recommendations include adjustments in the pacing and structure of learning activities to ensure they are engaging, inclusive, and achievable for all students. Emphasizing innovative and flexible teaching strategies will help foster an inclusive environment that supports diverse learning needs through intentional program design and professional development. Future researchers may also explore to examine the long-term impact of the National Learning Camp on students’ academic and social-emotional growth, assessing its overall effectiveness and sustainability through longitudinal tracking.
