Difficulties of Implementers of the Revised Bureau of Physical Education and School Sports Program

Abstract

This study identified the difficulties experienced by implementers of the Revised Bureau of Physical Education and School Sports (BPESS) Program in public secondary schools in Negros Island Region during the School Year 2021-2022 to develop an intervention plan. Using a descriptive research design, data were gathered via a researcher-made questionnaire from purposively selected faculty and non-teaching personnel. Data were analyzed using descriptive and comparative statistical tools. The findings revealed that implementers faced severe systemic difficulties across three core domains: Sports Foundation Development, Sports Support Services, and Sports Management. Major barriers included the management and monitoring of student-athletes, shortage of training facilities, lack of resources, unfair coaches' compensation, and the absence of standard operating procedures. Comparatively, respondents shared identical difficulties in Sports Foundation Development regardless of profile. However, significant variations emerged in Sports Support Services based on length of service and training attendance, while specialized training accounted for differences in Sports Management. In conclusion, the BPESS program was implemented under heavy strain due to resource deficiencies, insufficient institutional support, and inadequate professional preparation. To optimize program delivery, it is recommended that school management increase funding for modern sports facilities, standardize administrative and compensation procedures, and institutionalize continuous professional development for coaches and sports personnel.
