Abstract

This qualitative case study investigates the strategic role of institutional linkages and consortia in the University of Cagayan Valley's (UCV) debut and subsequent elite performance in the World University Rankings for Innovation (WURI). Moving beyond traditional metrics, UCV leveraged targeted partnerships to achieve global validation, notably securing a Worldwide Rank of 29 in Industrial Application and 7 in Environment, Social, and Governance (ESG). Utilizing documentary analysis of the WURI submission report and an interpretive approach to institutional chronicles, the study explores the mechanisms by which linkages translate into measurable global impact. Three core qualitative themes emerged: (1) Linkages as a Pathway for Industrial Applicability, (2) Consortia as Catalysts for Social and Governance Impact, and (3) Reputation as the Global Outcome of Stakeholder Alignment. The findings confirm that for a regional Higher Education Institution (HEI), strategically aligned external partnerships are a critical driver for innovation-focused global recognition.
