Implementation of Data Privacy Act of 2012 (RA 10173) in College of Criminal Justice Education of the University of Cagayan Valley

Data privacy has become a global concern due to the increasing collection and processing of personal information across institutions. In the Philippines, Republic Act 10173 or the Data Privacy Act of 2012 mandates the protection of all forms of personal data.
This study assessed the extent of implementation of the Data Privacy Act of 2012 in the College of Criminal Justice Education, University of Cagayan Valley, for the School Year 2023–2024.
The study employed a descriptive research design involving 60 full-time faculty and 1,120 criminology student officers. Two sets of questionnaires, patterned after the UCV Privacy Manual and Student Manual, were administered online. Data were analyzed using frequency, percentage, weighted mean and t-test.
Statistical analysis revealed significant differences in the assessment of two dimensions of Data Privacy Act implementation: Personal Information (t = -3.426, p = .001) and Filing System (t = -2.006, p = .045). In both cases, faculty respondents rated the implementation significantly higher than students. No significant difference was observed in the Information and Communication System dimension (t = -0.482, p = .630). These findings suggest a perceptual gap between faculty and students, particularly in how personal data and filing systems are managed, indicating areas where communication or implementation strategies may need to be strengthened.
The University demonstrates strong compliance with RA 10173, though continuous improvement is recommended particularly in the areas of medical record handling and third-party information sharing. Strengthening training and awareness programs for both faculty and students will further enhance compliance.
